With a lost neck, it probably puts this horn in the catagory of border line. You will probably have to hunt down a used neck. Then, most likely repad the horn again. Depending on the repair facility you will likely have a minimum of 400-500 tied up into repairing it. And I haven't even asked which model Buescher it is. Necks for vintage sought after models could get pricey. I would probably opt for looking for a good used newer sax for your beginner, but don't throw away that buescher, at the very least e-bay it or trade it to help pay for the new sax, or go on a hunt for a used neck and save the sax for marching band if it is not collectable.
